When the earth is struck by meteorites, the mass of the earth increases which increases the moment of inertia of the earth as I = \sum_{i=1}^n m_i r_i^2. From the conservation of angular momentum, the increase in inertia decreases the angular velocity as per the relation (I \omega = constant). Hence, striking by meteorites decreases the rotational speed of the earth.
